Appeal may postpone taxi fare hike – DoTC

MANILA, Philippines – The Department of Transportation and Communication (DoTC) may postpone the recently approved fare hike for taxis if concerned citizens who oppose the decision will submit a meritorious appeal to the agency.

DoTC Undersecretary for Public Information Dante Velasco said taxi patrons can still appeal the decision of the Land Transportation Franchising and Regulatory Board (LTFRB) to let cab operators increase their flagdown rate from P30 to P40 and from P2.50 to P3.50 per succeeding 300-meter distance covered.

“As a matter of procedure, concerned citizens can still appeal the decision of the LTFRB for DoTC review, They can do so in the next 15 days,” Velasco said.

But he clarified that only a meritorious appeal can warrant the postponement or reversal of the LTFRB decision, which is set to take effect in the middle of the month or 15 days after the order is published.

“The LTFRB order says the fare hike will take effect 15 days after the publication. As far as I know, the University of the Philippines Law Center is expected to publish the new rates on January 3 or 5. So only after 15 days, or on January 20, can the new rate be in effect,” he added.

Velasco also reminded taxi operators to install new and calibrated meter issuing receipts before charging the new rate. He added that passengers also have the right to refuse to be charged of the new fare rate if the cab lacks a calibrated and sealed meter that issue receipts.

“If the meter cannot issue receipts or is not calibrated, the passenger can opt not to pay the new rate,” he said.

The LTFRB also clarified that the fare hike will be applicable in Manila and Cebu City since taxi operators in Baguio City have petitioned for an increase from P25 to P30 for flagdown rate.
